The Board of Directors held a working session on August 5. The following agenda items were discussed:
Pickleball Club Donation The Pickleball Club presented the Board with a check for $3,500 as a thank you for services provided by Securitas and Safety and Service Committee volunteers during their recent tournament. The Board is very appreciative of this donation.
Road Repaving The entrance to the North Gate off Hwy. 278 will be repaved later in August, weather dependent. The Board previously informed the community that APAC is the selected vendor, and the cost is $297,744.50 which is funded through the Reserve Fund. Here is the order of the tasks to be completed: • Traffic control will be provided to assist residents with access around the work zone. • Curb repairs will be performed during the daytime before asphalt is laid. • All asphalt work will be done at night. • Deep patches will be done to repair/reconstruct the failing areas. • The current road surface will be milled to 1 ½ inches. Note: Residents will be driving over the milled surface until the project is complete. • New striping of lanes, arrows and stop lines will be done. • Loops for Hwy. 278 signals and entry/exit gates will be replaced. In the short term until this is done, the stop lights will be on an "automatic" setting (determined by SCDOT) and WILL NOT be triggered by vehicles coming from the North Side onto Hwy. 278. The exit/entry gates will be operated manually until the new loops are installed. Security and IT have been alerted to this upcoming work. • Reminder: All golf carts and bicyclists need to use the Millenium Bridge to cross Hwy. 278 for their own safety.
The neighborhoods to be repaved in 2026 are: a. Murray Hill – cost is $405,934.40 b. Historic Village – cost is $460,801.95 Paving is funded through our Reserve Fund. Dates will be released when determined.
The neighborhoods to be repaved in 2027 are: a. Cypress Run – cost is $145,268.50 b. Hidden Cypress – cost is $325,400.75 c. Palmetto Place – cost is $180,299.40 d. Willow Brook Village – cost is $385,887.40 Dates will be released when determined.
Cameras on the Millenium Bridge The cameras on the Millenium Bridge are active. As a reminder, no passing of bikes, golf carts or cars is permitted on the bridge. If a passing incident is reported to Securitas, the video footage will be reviewed and a citation may be issued. Please be safe!
Reserve Study Controller Laura Reid reviewed the updated Reserve Study with the Board. It includes an annual allowance of $1.5 million for road repaving.
Golf Update The Board discussed golf operations and updated course conditions with [resident] and Troon's Regional Agronomist [resident]. Interim Director of Golf Operations [resident] explained his role at this time and will be spending time talking to residents and reviewing expenditure.
Okatie Creek Golf Course has reopened, limited to an average of 75, 18-hole rounds per day. Hidden Cypress Golf Course is improving with the application of sod to needed areas. Argent Lakes Golf Course is transitioning well. Troon has agreed to have [resident] on site every two weeks (vs. quarterly) through the Hidden Cypress transition next year. Troon is covering that cost, the cost of sod for Hidden Cypress, the cost of the interim staff on site and a reduction in our annual fee this year for a total of about $100,000 benefit to the Community Association.
Street Tree Changes The Board reviewed suggestions on revising the trees eligible for replacing "street trees" put in by the developer. This list will be released soon.
Bull Hill Gate Securitas Patrol Securitas has had a guard at the Bull Hill gate to allow vendors and trucks to enter for work at Fire Station #39 on Sun City Boulevard. This has prevented heavy trucks from using the Main Gate and traveling through the full community. Frasier Construction (the approved vendor from the county) sent the General Manager the following email: We are currently experiencing a delay due to some logistics in safely working under the overhead power lines. As soon as we have this resolved, we will be back on site regularly. As soon as we have a clearer path forward, we will advise.
As a result, the Chief of Securitas has reallocated the hours for the guard at the Bull Hill Gate to patrol in north and west.
Board Policy on Federal/State/Local elections The Board signed a UWC approving language that the Beaufort and Jasper County Boards of Elections will have preference for room reservations as needed for elections.
Peninsula Tract Recommendations The Strategic Planning Committee and the Resident Advisory Committee submitted a list of recommendations for inclusion in design of the Peninsula Tract. This list was accepted by the Board and sent to Pulte for review and consideration.
Staffing Model [resident] presented a revised organizational chart and staffing model to the Board for discussion and approval. The community was informed via email about the changes.
Department Spotlight Thanks to Jennifer Jerome, Director of IT for the Community Association. Jen and her team worked hard to get the Lake Somerset Gate up and running after a lightning strike. Their outside the box thinking made it happen. They also brought the Bull Hill Gate back online after it was struck by lightning last week.
Appeals The Board reviewed appeals on modification requests and citations.
Beverages in Magnolia Hall Reminder – the Board has approved this request on a TRIAL BASIS. Here are the conditions: (1) beverages will only be allowed if in bottles or cups/containers with secured lids; (2) beverages will be allowed to be brought into Magnolia Hall during Association events ONLY, and (3) residents are expected to remove all items when they leave to avoid trash being left behind. The Board will evaluate this after a couple months to decide how to move forward. Let's all do our part to keep Magnolia Hall clean!
